Yes, meanings are different but words sound kind of similar, hence the use of «spastic» (also because it’s easier to pronounce, shorter, and sonority is better). I won’t discard either that originally they actually intended to use that word in a pejorative, offensive way… but I guess majority of people when they use it are not aware it’s a medical condition or don’t intend that…
